As stated Bulaev, “Mobile voter” — a purely Russian invention with a capital letter. Technology used only Russian design: algorithm, software. Deputy head of the CEC assured that nothing like that anywhere else do not apply.
“Mobile voter,” allows any Russian citizen to choose the place where it is convenient for him to vote in the next election or on the national ballot.
